Depends on how active you are at looking for positions. If you don't apply or don't ask, then you probably won't get very far. Don't be afraid to ask, the worst that could happen is you getting knocked back, but that itself can be a good learning experience.

Difficult to say having been in the grad program. Although it seems it depends if you are happy to try and negotiate a higher level with your supervisor at completion of the Grad Program.

You still need to follow APS category in terms of promotion. As a starting point, you are APS3 and after 10 month program finishes, you will be APS4 automatically. But hard to say what happens later.
